Wiki Charging for unused, open supplies

Does anyone happen to know if you can bill for supplies i.e catheters and other items if a patient was in the office to have a vein ablation and the procedure was discontinued because they could not get into the vein, etc. Or, for other reasons as well that you would append a 53 modifier to.
I am pretty sure the answer is no. Anyone out there who know for sure, please let me know. If you know where I can find info on this would be helpful also.
