Chemotherapy given in the Specialist Office

Can someone confirm that this is correct:

If chemotherapy is given in the specialist's office (non-facility) by the nurse and the ordering physcian is not on site; we can bill admin services under the on-call physician (part of same practice), as long as the on-call physician is present in office at the same time services were rendered? If no physician present in office at the time of service then patient cannot be treated!

Also, any articles/websites confirming this information; would greatly be appreciated.
Thanks :)
