Clarification on hospital visits

If a patient has surgery and has a 90 global, and the pt then comes back to the hospital with a complication and the pt is admitted and the admission results in a new surgery, can the physician bill for the h&p when it was a complication that resulted in the pt having to have another surgery? Please clarify
