I am newer to ENT. Our surgeon performed ORIF on one side mandible fracture, and Closed Reduction on fracture on the other side of mandible. I am looking at 21462 for ORIF and 21453 for the closed reduction. Can these be billed together? Neither allow RT or LT as modifiers. Here is the description. Can anyone help?

Procedure:
Open reduction and internal fixation of right parasymphysis mandible fracture and closed reduction of left ramus fracture with maxillomandibular fixation.
