Wiki CMS 2019 Proposed E/M guideline changes

Am I understanding correctly that these proposed E/M guidelines changes will not actually go into affect until 1/2021 as far as providers not having to re-dictate history for established patients even though the new guidelines have been approved and posted in the 2019 fed reg??

some guidelines are in effect as of 1/1/19, and others are going to be phased in. For example, the proposed rule about using previous information to support today's visit (i.e. the interim history) became final. The proposed rule to move Level 2-4 E&M to a single level is being phased in. The Final Rule does address this in its entirety.
