Can you bill the code 15004 for the following:

diabetic foot ulcer
full thickness
The ulceration was debrided sharply preparing the wound site with a 15 blade to remove viable and nonviable tissue in preparation for skin graft.

7 days later they do put a graft on this ulcer. When you look at the lay description of the code 15004, it says excision. This code seems a little to extensive for what he is doing. I was thinking maybe 11041. I appreciate any help.
