What is the proper code to use when the patient did not get labs done, thereby negating an effective Doctor visit, and the Nurse sees them to advise the need and importance of both getting labs drawn for the information needed, and the need to show up for scheduled office visits? Thanks for any assistance.

There is no code you can use for this encounter. The 99211 level which many call the nurse level is a physician level that the physician can charge when the nurse is seeing a patient that the provider has already seen in a previous visit for the same diagnosis. There must be a plan of care in the record that the provider wrote stating the patient would return and the provider must be in office area at the time of the encounter.
