when there is tissue transfer and the donor site has to be repaired with a flap would you code (of the face) 15570 and 14060

I do not know if your codes are correct without seeing the operative note... however ...
CPT guidelines (2011 Professional Edition, pg 73) state: A repair of a donor site requiring a skin graft or local flaps is considered an additional separate procedure.
