Wiki Coding an e&m code w/the essure procedure

One of our doctors was told that you can code an OV w/the Essure procedure. Now, this doesn't mean a decision for the surgery, but was told that you could code the E&M code along with the Essure cpt 58565. I think this is wrong and the OV will be bundled into the procedure. Help please.
 
The OV is going to bundle in with the 58565 unless you use a 25 or 57 modifier. My docs aren't coding an OV on the same DOS as the Essure, although I'm sure they would if they addressed a separate, unrelated issue at the same time. Otherwise, risks/benefits/options etc have been dicussed previously and do not warrant an extra OV charge when the procedure is done.
