hello,
I am looking for a pulmonary vascular congestion code. After researching I found out that two different codes can be used: R91.8 and J81.1.
which one is correct?

tobacco dependence (F17.-)
tobacco use (Z72.0)


I'm thinking J81.1 with an additional Z or F17 code as suggested above.
