Wiki Coding Question - billable for application

Curious - I attended a recent UC Webinar and it stated 28510 is billable for application of buddy tape. As a reference tool, I utilize a printout based on AHA Coding Clinics for HCPCS and it states that buddy taping is not coded? :confused:
 
That's probably for hospitals, where certain things are bundled, or they could be talking about the tape itself, considering the reference is for HCPCS? I think what the webinar presenter was going for was the billing for the physician, since the E/M was there as well with the -57. I was actually curious if it even qualified as fracture care because there was no mention of any reduction, but the code does say "without manipulation" so it was correct as far as I could tell.
