Is it ok to code something that states "consistent with.." in a report, or does that fall under the never code "probables, suspected, and likelys"?
 
Not a definitive diagnosis

No - per Coding Clinic, third quarter 2005, terms like "compatible with" and "consistent with" fit the definition of a probable or suspected condition and therefore, the condition cannot be coded in an outpatient or office setting.
