Wiki Consult question

Dr. A requests Dr. B see a patient. Dr. B delegates this to a PA and does not see the patient just reviews the PA's notes after the fact. My thinking is this would not qualify as a consult because the request was for the doctor not the PA. Anyone else have any thoughts on this or back up information to support one way or the other?
