Wiki "Consult" with a patients parent only

Hello.
I have a unique situation. My provider had a new patient appointment for a "consult" of twin girls with development issues. However this is not a true consult in that the parent initiated the appointment not a referring provider and only the parent showed up for the appointment. Is there a way for me to bill out this visit? The provider spoke with the parent and reviewed some the records but the children were not actually present. If someone could provide some insight into this issue I would greatly appreciate it.

I do not believe that the provider can bill this as a visit because they did not see the patients. You could possible use 99358 (Non Face-to-Face Prolonged Service), if he spent an hour going over the patients records and he plans on having a face-to-face with the patients.
