I was just wondering if a physician can charge a consult for the same referring doctor if the conditions are different? Just curious how that works, I work in a billing office and this question has been brought up a few times. Thanks for any and all advice.
 
Yes,
If it is a new condition and the referring physician is requesting an opinion or advise not transfer or care.
and if the specialist has not take on the care( or transfer of care) of the patient due to the first reason of consultation.

The determining factor is the intent of the requesting/referring physician.
