So would the following count as low or moderate risk?
Continue Elocon cream, 0.1 %, 1 app, applied topically, once a day for 7 days and then prn as directed, 15 gram, refills 1.
(So the provider does not refill, just describes and continues)
 
I believe it's moderate for prescription drug management. The guidelines say the decision for this can be positive or negative. So the provider has decided that the current medication is working for the diagnosed condition and that the medication needs to be continued PRN, They also decided that no other medication was needed either in addition to or in place of what was prescribed originally.

In your note above, the provider did authorize a refill when it's needed.
