Wiki continue without refilling Rx low or moderate?

So would the following count as low or moderate risk?
Continue Elocon cream, 0.1 %, 1 app, applied topically, once a day for 7 days and then prn as directed, 15 gram, refills 1.
(So the provider does not refill, just describes and continues)
Does anyone have a source for the answer?
