Wiki Correct sequencing for E11.622 and L97.319?

I'm somewhat confused with this, I'm working towards getting certified and I think I've found some contradictions. I could definitely use some help figuring this one out.

E11.622 states to use additional code (L97)
L97.319 states code first underlying condition (E11.622)

AAPC states use causation dx first. So, I thought I should code E11.622 first and then L97.319. Which is the correct one?

E11.622/L97.319 or L97.319/E11622

The causal/underlying condition is the diabetes so the instruction in the code book and the AAPC say the same thing, code the diabetes first.
 
Thank you :) The reason I asked is because I did one of the course Quiz and they marked my answer as incorrect.

Some say is because the reason for the visit was the ulcer and that should be coded first. But, I coded it just like what you are saying, diabetes first.

That's what got me a little confused.
