Question correct way of billing 90836 and 96127

our provider is billing 90836 and 96127 after completing the Phq9. How do we bill the codes and which payers are paying for 96127. we tried with TD and 95 mod. we tried just 95 mod and we also tried without modifier and it is denying all three times. kindly share how you are all billing and getting paid.
