COVID-19 Telehealth Patient Initiation

Would a patient who clicks on a link that the provider sends to conduct a telehealth visit WITHOUT video component be considered "patient initiated"? Or does the patient need to send either a portal message or phone call asking for the link to do the telemedicine visit for it to be considered "patient initiated"? Thanks!
 
The guidelines have been relaxed around the "patient initiation". You can provide the services when sending a patient a link to click on for a scheduled appointment.
