Would it be appropriate to bill counseling for Covid Vaccine education and Covid preventation with an additional E/M during the Annual visit or routine obstetrics visit?

I would consider vaccine and prevention discussions part of 99381-99397 preventive medicine service you are already billing.

If a patient comes to their scheduled annual physical, at check in answers the co-vid screening questions with a no, in gets in the exam room and tells the Provider that he is currently positive for co-vid. PCP did annual physical which should be the first code, how ever PCP also coded for co-vid how is that coded? both codes should be first.
