I am in a family practice and in the past the only time we billed a 99211 with any lab work was with a PT/INR (85610). I am thinking we need to recoup the time for drawing labs and injections but found that NCI Edits 99211 and 36415 will not be payable together. My question is, can I bill just a 99211 without the 36415 since the 36415 is not reimbursed by MC anyway?

Any help is appreciated.

No you cannot substitute codes because you like how one pays better. A blood collection encounter cannot be submitted with a 99211. You use the code that was created for that purpose.
