Can anyone tell me if you can bill cpt code 96151 more than one time per day at different POS. I have a doctor that is billing this code for 4 units in POS 11 and then billing for the same DOS at POS 12 with 5 units and modifier 59 (see below)

96151 POS 11 4 units
96151-59 POS 12 5 units
Does anyone know if they are allowed to bill this way I thought they could only bill one assessment per day but I am new to this type of coding so any input would be helpful.
