Are cpt codes 93308, 93971, 95992 billable/payable with POS 23?

Yes, these can be billed with POS 23. If you're billing for the physician, you'll need to add modifier 26 to codes 93308 & 93971 since the hospital will be responsible for billing the technical components and your physician is only eligible to bill the professional component.
