For subsequent hospital visits, if pt is stable and responding to treatment and without complications BUT Medical Decision is Moderate, which level do we bill? 99231 or 99232?

For 99232 at least 2 of the three components must be met, #1expanded problem focused interval history, #2 expanded problem focused examination, #3, medical decision making of moderate complexity, per E/M guidelines for 99232 "usually the patient is responding inadequately to therapy or has developed a minor complication." reference the AMA CPT Professional book page 17.
