Although codes are divided into surgical categories (10021 - 69999), what specific criteria is used to determine if a code is a surgery or a procedure? For example, 59025 is a diagnostic procedure located in the section labeled "Surgery/Maternity Care and OB. Is the key the RVU file and whether there is a global package indicator; preop, intraoperative and postop percentage?
