We seen a baby in our office yesterday and the child was critical. Can we bill a transfer code along with the 99291

No one can accurately advise you on what you can bill without being seeing what the physician documented. That the baby was 'critical' alone doesn't support billing a critical care code unless the other elements required in the code description were also performed and are documented.
