I am wondering what, if anything, I can bill out for our physician who decided in the OR (just prior to anesthesia) that he could not perform the surgery due to patient complaining of facial numbness and the observation from the doctor of a droopy face.

According to Appendix A, there is nothing you can bill unless you are an ASC or Outpatient hospital. Does anyone else have a different opinion?
