Can anyone please provide some information regarding the correct way to code the following situation?

Patient was given Carbo in this manner on the same date of service.

.32mg 12:05-12:35
3.2mg 12:40-12:55
32mg 13:00-13:15
284.5mg 12:25-15:10

I believe the correct way is to add all the time together and code as 96413 x 1 and 96415 x 2. I am being told that I need to charge for each individual administration. Either way I just would like to see something in writing so that there are no questions in the future. Thank you all for your help.
