I know that anything that falls under the "with" in the alphabetic index for diabetes is an assumed relationship and should be coded as such. My question is for E11.59 Type 2 diabetes mellitus with other circulatory complications. If the provider documents in the note that a patient has diabetes, and then also states they have venous insufficiency, does that automatically fall under E11.59 circulatory complication NEC E11.59.. What do we assume is a circulatory complication if we are not clinical?

Thank you.. :0)
