Wiki Discharge billing during global op

I noticed that the CCI Edit list allows for a number one in the column which means modifier allowed. Does this mean that we can bill for discharge on a general surgery post-op? I always thought we could not due to global days but why would CCI edits have a one for the 99238/99239 ? Are you billing discharge during global days on general surgery patients?
 
Non-surgery-related E/M

Because you might have to include evaluation/management of non-surgical issues.

For example, you might be including information about continuing (starting, stopping, or adjusting) Rx for HTN, hyperlipidemia, diabetes. These chronic conditions might not be related to the surgery and routine postop care.
