If a patient presents for an angiogram, and based on the results of the angiogram the physician decides to perform an angioplasty - the balloon is inserted, but then extenuating circumstances prevent the physician from being able to cross the lesion - what should be reported?

Would you report the angiogram because that is the procedure that was completed, or do you report the angioplasty with a modifier as this procedure was actually started but then discontinued?
