Wiki DME claims with Medicaid

We are a Podiatry Clinic and billing Medicaid for DME code L3000-Rt & Lt under place of service code 12 home (this is correct because the patient is using them at home), they are denying the claims as non covered charges because of the place of service code. Medicare and our other insurance companies pay claims just like we bill to Medicaid. Any Ideas? or who we can call at Medicaid? I have attached a copy.
