Could you please tell me what distinguishes a "programming" from
an interrogation?

If there are no thresholds, but a sensitivity evaluation what documentation would the sensitivity evaluation need? I'm confused.....a bit as long as there is no programming acknowledged?
Thank you in advance

If you have the CPT book, there's great information in the guidelines that state what the requirements are for each. (2015 book pages 579-581)

I can tell you Programming includes all of the components of an interrogation plus additional requirements.
