Drug withdrawal syndrome in newborn

In ICD-10 there are two codes for drug withdrawal syndrome in a newborn, one for illicit drug use and one for therapeutic. I cannot find a guideline that states what to code when the specific drug or situation isn't stated. Does anyone know if there is a default when not stated?
