I have a patient that is coming back in during the post op period for an I&D, and the doctor has redone the procedure. Is this considered part of the follow up care, or may we bill again with a modifier?

Upon second visit the abscess was injected with lidocain, irrigated, discharge expressed, repacked, and bandaged.
 
I would consider this global follow up care because no repeat incision appears to have been made. Most often I&D's are drained of more pus and re-packed, which is indeed global.
