What is the dx code for Non-insulin dependent diabetes?

Non-insulin dependent diabetes is still just diabetes. The correct code for this is 250.00, as it is not specified as to what type and/or if it is controlled or not. If insulin dependence is stated then it would still be 250.00 but you would also code V58.67 for the long term use of insulin.

It could also be 249.0x or 250.02 You must check the documentation to know if the diabetes is primary or secondary or out of control.
