If the doctor performs a consult in the 'er' then decides to admit patient can they use 99245 (outpt consult) or do they have to use the admission levels?
 
Hospital Admit vs Outpatient Consult

I was always taught (and our Compliance office guidance confirms) to always roll-up all the work done into the hospital admission (99221-99223) code.

However I was at a conference last year where the presenter stated that the surgeon should code the outpatient consult, because that's when the decision for surgery was made.

If you're not talking about a surgeon, I would code the 9922x based on all the work done that date of service.
