Can a urologist do an E/M evaluation on the rural clinic side and also do a cystoscopy on the hospital side, both on the same day?

are you billing same POS ? (place of service), I would say yes, because after evaluation provided decided to perform cystoscopy.

Yes same building. The hospital is on one side and the rural health clinic is attached.
