Can anyone help me out on this? My physician has documented on his consult a complete (hpi), expanded problem focused (exam), and Moderate decision making. My understanding is the level of service is based on the lowest component so i would code this as a 99242.

Yes, when you need 3 of 3 components you take the lowest code.
