If a patient comes in for an office visit with a problem and the Doctor performs a 92511 scope (no global days) can we charge a subsequent visit when the pt comes back a week later for a 31579 stroboscopy?

It would depend on the reason for the second visit. If the patient makes the appointment for the storboscopy then you know in advance that is the reason for the visit and no OV should be billed. However if the provider tells the patient to come back for follow-up on the course of treatment and decides to do the stroboscopy at that time then you could bill for the OV.
