A patient presents for lumbar steroid epidural block but it is cancelled due to two heme postive aspirations. Code as 62311-53 or as a E/M level?

I am being instructed to bill for an E/M, however, no H&P in the procedure note. :confused:
 
E/M ...in my opinion. (probably a low level one) the procedure was "never" started. (read the description for use of mod 53 again).
