Walk-in Clinics in the ER

In some facilities the "walk-in" clinic or ambulatory clinic, is located in the ER, and the treating physician would be an ER physician. HOWEVER, this does not make the visit an ER visit. The patient is presenting for a clinic visit ... albeit without advance appointment ... but they are NOT presenting for an emergency. The patient knows it is not an emergency and is therefore, likely to wait longer.

I think it is unethical to charge these patients for an ER visit, just because the location happens to be the same as the ER and the physician happens to be an ER doctor.
