Wiki E/M with no physical exam

I'm coding for an Interventional Radiologist who meets with a potential new patient for a procedure. He does a comprehensive history and medical decision of high complexity. He does not touch the patient for any type of "exam" nor does he document the time. Is this codable?

A new patient requires all three of the key components for an E&M level so no physical exam means no codeable level.
