No. Vol 3 ICD-9 (procedures) are for inpatient only. You use CPT and HCPC II codes for the outpatient side. ED is an outpatient department. IF your encoder is bringing up Vol 3 codes then you have it set to the DRG grouper, You need to have it changed to the APC grouper. The ED is paid by APC which is determined by the CPT codes.
