Wiki ED to Inpatient then transferred on same day

We have had a couple instances where we have patients admitted to acute from the ED and then they are transferrin them to another facility the same day. A room charge was put in for the acute stay but it is being denied due to the receiving facility billing that day. Do we just charge for the ED visit and drop the room charges or is there another way to bill this situation?
 
I code for the Physician side, not the facility side. So, for us we would still code the ER visit with any procedure that was performed, 99281 - 99285.
Example- 99282-57(decision for surgery, 90 day code)An evaluation and management service that resulted in the initial decision to perform the surgery may be identified by adding modifier 57 to the appropriate level of E/M service.
