ED visit-patient presented with "anxiety" but left after only having blood work done.

The hospital billed only the Z code indicating the patient left before treatment could be rendered. They should also bill the "anxiety" symptom code, correct?
 
Agreed, the claim should reflect the reason for the encounter and/or the rationale for which the labs or other billed services were ordered and performed.
