Wiki EEG tried but not completed since patient couldn't relax

The documentation states that the EEG portion of the Brain Scope encounter was not done because the patient was in a lot of pain. The one performing the EEG stated they tried twice in the documentation. Would that be at least a decent use of modifier 52 or 53? Or should it just not be billed at all?
