Yes, but the FNA and the biopsy must be on separate lesions or sites. For example, a needle biopsy of a mass in the esophagus and a forceps biopsy of gastritis in the funds. You will have to use a 59 modifier to show the techniques were in different locations, for different issues. Some companies are now flat out denying both billed together, but back in 2012 there was no problem.
