Can anyone that's using an EHR/EMR tell me if the software vendor automatically uploads the October 1 ICD-9 coding changes, or is that function dependent on the provider to execute?

It depends on your software vendor and your contract with them. Ours provides a disk that we have to upload, but then we have to go back and delete the old codes, update the revised codes and so forth.
